General Observations

I was not provided the recount ballots or cast vote records and no recount analysis was able to be performed, but it would be interesting to see where the extra 136 ballots came from in the recount.

Cast Vote Record vs. Ballot Images

The Cast Vote Record contains 16 records that do not appear in the ballot images. Interestingly, these records are from batches that are missing, whereas the adjacent batches are included and accounted for in the official results. There seems to be no apparent reason for the omission of these ballots from the available images.
