General Observations

The analysis of Hall County's ballots presented a unique set of challenges, largely due to a particular contest featuring two candidates, one of whom was a required write-in. Compounding the difficulty was the incomplete dataset at our disposal. We were hampered by the lack of a full set of cast vote records and ballot images, crucial tools in conducting a thorough and comprehensive analysis of the recount process. As a result, our ability to perform a complete examination of Hall County's ballots was significantly restricted.

A significant concern that emerged during our partial analysis was the presence of several thousand ballots suspected to be stray. These ballots, whose status raised questions, could not be conclusively analyzed due to the absence of ballot images for the recount. This severely limited our capacity to conduct a deeper investigation and left our analysis incomplete.

Despite these limitations, the analysis did yield some findings. We identified 48 double counted ballots in the original count. I also found over 168 new ballots appearing in the recount data.

The number of issues for Hall County are too many to adequately analyze without either a full set of recount ballot images or the original cast vote record.
