General Observations

I was able to identify 51 ballots in the recount that were not present in the election day count. This discrepancy suggests that there were additional sets of ballots, particularly hand marked paper ballots, that had not been accounted for in the original election data. The ballots are concentrated mainly in two precincts. These additional ballots in the recount indicate that they were discovered, and the pre-sorting of the candidates indicates that they were added during the RLA hand count.
